In Each State quests are ones that involve completing an objective in each of the 50 states. Or at least, in each of the states that have one available. You can think of this as a more difficult version of the uber-popular 50 States quest.
Note: don't confuse these with "In Your State" quests, which involve completing all of the possible objectives in one particular state.
